I do know that there is some kind of sensor on the compressor/clutch that senses if the belt is slipping and shuts off the compressor if a slip is detected. I would imagine that if this switch is stuck in the "sensed a slip" mode, then the A/C would fail to engage even after shutting down and restarting the car (which is how it is normally reset).
