Short of removing the steering wheel and moving it a spline, this is the only way to center the wheel. Moving the steering wheel is to gross an adjustment most of the time. This is the only way to center a wheel that is only slightly off center. The main point is this will not affect any suspension settings as long as you move the tie rods the same amount, so it doesn't matter if the settings are right or wrong. However if the wheel is off center due to sudden impact, pothole, etc. it is obviously good practice to have the suspension checked by a professional to ensure the settings are correct.
