The small one is the line that goes to the expansion tank, sort of like an overflow, except that it flows/circulates all the time. Remove, clean and replace and see if it helps. BE CAREFUL! The radiator tanks and these nipples are plastic and become brittle. It is easy to crank down too hard on a hose clamp and crack the nipple or even break it off. If it has a tiny crack you may be able to epoxy it, but patches don't last long. A new radiator is maybe $275? And can be replaced in about an hour.

There are two pipes leading in or out of the radiator on the top left side. One is a small(on top) and short the other is huge(under the small one). The small one is leaking coolant and runing down the radiator and droping onto the garage floor, the pipe is secured very tight up it still leaks(is this the overflow for the coolant?). I've booked it in at the dealer(my first time, only had the car 2 months) and am getting very nervous about what the cost is cause my parents are going to get pissed off if it costs alot, and i'm unsure if its going to be covered by the warranty. Anybody have any ideas on what it is or how to fix it? It's going the BMW Dealer in three days.
