Went through this myself last year. I assume you are talking about the plastic panel under the dash. You need to remove the lower dash bolster pad to give room to remove the panel. To remove pad, you need to remove two wood trim pieces in middle of dash on either side of steering wheel. Wood trim just pops out. Use a screwdriver (or something less damaging if your concerned about scratches) and gently pry outer edge of wood out. It should come out quite easily. One guy had a problem because someone glued them in previously. Bolts are exposed behind wood for dash pad. The rest should become apparent.
