I am quite surprised that there is anything like factory 16" chrome rims. We used to have a final balancing procedure in Germany where the wheels after beeing properly balanced on a stationary machine where balanced while mounted together with rotors or drums. This could only be done on the front wheels of rear wheel drive cars and vice versa.
This is no longer done because the balancers in this country together with the high quality tires have eliminated balancing problems.

Our requirements and regulations regarding tires are a little bit different from the rest of the world.

When a wheel could be balanced with a computerized
balancer within the usual limits (3 grams or 1/8 of an ounce) it should run ok.
I recommend to have the front suspension and steering linkage checked by somebody who knows his job.
