Try to jump start the engine. The terminals are under the hood. One is under a plstic cover labeled with a red + signd. The other is a brass nut (about 17 or 19 mm size).

With low voltage your stored EML information may have been lost. After start the EML will go in learn mode and after a while everything should be ok. Have the whole system checked by BMW dealer with the diagnosis computer. They should be able to see something. Have you checked all the fuses? Under the rear seat.

Block heater: there is aleast one oem in 220 Volts and 750 Watts available in Germany. I know one company in Sweden (Calor ?) that makes all kinds of block heaters. In Germany they cost about 100 CND w/o installation.
