Thoughts:

- bleed coolant - maybe increased engine speed is passing water over a bubble?

- voltage drop with engine at idle is allowing the heater valves to close?

Can't think of many other things that would be engine speed dependent... other alternative is that some of the electronics are going into "thermal shutdown" (overheat protoection) somewhere from lack of airflow....
