1st sbj: 100 W H1 in fog light. This can/will give you problems with the fuses ( double current)
problems with the LKM
problems with the addtl. heat to be dissipated

2nd sbj: I don't know if the wiring is there but would check the following: is the switch for the fog light a 3-position switch? off, front fog lighs, front fog light plus rear.

You should have a green indicator for position 2 and an addtl. amber one for position 3. This applies to the German version.

Check if you have sockets for the two addtl. light bulbs for the fog tail lights.

From an engineering point I would not make two different harnesses. I simply would not connect the corresponding switch position and not install the two light bulbs. Quick and dirty solution.
