The panels beside the steering cloumn arejust snug fit on. Looks like a fine thread screw pushed through an oval plastic washer for tension.
To remove it I used a screwdriver wrapped with tape and applied gentle force. Just gently work it. The screws for those two panels are about an inch long.

The finish is a clear coated wood with an epoxy backing. If you sand it, do it by hand and be gentle. You could try a gentle paint stripper, but the wood can become very brittle and crack.

Stripping the original clear coat is tedious and ugly, but once you have restained it and re clear coated it, it is beautiful again.
