well, the pulley always turns - that doesn't mean the ac is working. did you hook-up the gauges? you need to do one thing at time to sort out the problem. From my own experience with bimmer ac, I bet your ac won't turn on because one of this:
- no freon left = 90%
- there is no ground to the clutch = 7%
- a death clutch = 3%
