Using a 33.2-35.5 GHz source makes the countermeasures of radar difficult; however on the older lower power K (24.150) Ghz units a gunn oscillator giving 250mW+ of white noise + a pulsed (50% duty cycle) 500mw signal at an appropriate rate (72 HZ/MPH) corresponding to a legal speed would effectively confuse the photo radars. Either white noise alone (AGC compensates) or pulsed alone (doppler observed in flat part of duty cycle) do not work well anymore. Since Ka operates over a much wider range, the detection and modulation of the oscillator in much more difficult, since you cannot generally cover more than 500 MHz at a time. Many of the newer photo radars in the US use a harmonic of the detector's local oscillator, and if you center over that range (34.3 +/- 400 MHz) GHz, it works pretty well, even on the digital models.
