Had to do this sort of thing for my BMW bikes, and the E32 guages are the same sort of electric meter so the caveats should apply.

Both are probably simple ammeters - doesn't matter, but the point is deflection is proportional to a certain current thru the meter. Return to zero is via a spring, ending up holding the needle up against the little stop pin at zero when the meter is "off".

Your problems sound like the needle has some preload on it for the tach (to be reading low) and/or the meter shaft is binding against the new dial (so it can't move as far up as it should).

I'd suggest:

- check the meter needle is the right side (on top of) the stop pin - no brainer but worth checking if you beleive in Murphy's Law

- check the needle for binding - it should be able to be blown away from the stop with a good breath; check the progress as it moves and you have a constant blow for "grabbing" on the swing up and swing down

- check you haven't pushed the needle back in/on too hard - the collar and "back" of the needle may clear the dial but be dragging on the bearing in the meter internals

- no brainer, but possible - check the new dial face is still flat - they can get bowed in the fixing

Other than that, only suggestion is to remove dials and reinstall needles WITHOUT and dials and see if you have movement (driving and/or invoking the dial "diagnostics" I've heard you can do - sorry that I can't give a URL). No point in reinstalling the old dials for this as the fitting could be screwed up (no offense) again. If it works, check ALL the dimensions of the new dials...
