BMW 735i 1988 FLASHERS COME ON AT STARTUP (archive)

My '88 735i the hazard flashers come on when I first turn the key. The switch is not depressed either, so in order to turn them off, i first have to depress the switch, the press it again to shut them off. Anyone got any ideas? The problem ONLY occurs if I pull the horn fuse out (which by the way is not tied into the hazards!). I am confused. Email me if you got any ideas.
