When I said that I run with the Throttle Plate closed it probably sounded misleading. I was talking about the gap between the throttle plate and the throttle body. I run that with no gap. Next, I would disconnect the ICV and cork the hose into the manifold. If the Hi rev condition persists it indicates a vacuum leak. You know the evaporative canister also feeds into the intake manifold. If the idle drops, then I would look at the sensor which reads the toothed damper wheel this could be missing pulses, like half of them. This would double the RPM at idle. The sensor is located below the distributor. First I would check Resistance to Ground. If this is is in excess of 10 megohm then look at the distance between teh sensor and the Toothed Damper Wheel. Possibly the screws are loose or the distance is greater than 1mm.

This could be easy.
