Leakdown and Compression Test Result -- Need Help (archive)

I took it to small local Mechanic who works only on BMW, CA. I watched as he performed the leak down and the compression tests. Here are the results, please advise me do I need to rebuild the block?

1cyl 2cyl 3cyl 4cyl 5cyl 6cyl 7cyl 8cyl
Leakage Test: 14% 8% 4% 14% 7% 8% 8% 8%
Compression: 200Psi 205, 210, 200, 180, 190, 200, 200


They asked me to do a carbon clean-up which will cost $300, it will bring down couple of percent in leakage test result. What do you guys think?
