Classic problem is the low speed series resistor going open-curcuit, so fan desn't go at low speed.
I think - am not sure on this - that the resistor is on the fan shroud...Could also be the relay too.

The aux fan will not come on when the a/c is on, manualy jumpering the connector I hear a clicking noise from the relay box but the fan never kicks in. jumpering the high speed settings the fan works?
Any Ideas? Could it be the low speed relay?
