First, you need to determine the reason for the broken rocker arms. Possible causes are metal fatigue or mechanical interference. Second, you can remove the head and replace the broken rocker arms but it does mean head removal. A competent machine shop will replace the rocker arms and should be able to determine why the arms broke in the first place.
As for costs, if you remove and re-install the cylinder head yourself, count on about $400-$600 for parts and labour to have the head re-worked and new rocker arms installed. If the cam is damaged, add $200 to the bill. If you have the work performed by a local independent, count on about eight hours labour to remove and re-install the head.

FIRST TWO ROCKER ARMS AT THE FRONT OF ENGINE ARE BROKEN. ECCENTRICS BROCKE RIGHT OFF. HOW DO YOU PULL THE HEAD OFF ANY THING SPECIAL I SHOULD KNOW.???? ALSO WHAT WOULD CAUSE SUCH FAILURE???? I USE CASTROL FULL SYN 5W-50 AND DO REGULAR CHANGES. ANY WEB SITES BOOKS OR POST WOULD REALLY HELP ME AND AT THIS POINT SHOULD I FIX IT OR JUNK THE ENGINE THANKS??????
