OK, clean and working contacts.
Across 30 - 87 (nil resistance when closed)
watched it operate under test.
1K across 87 - 85 and more than 1K 87 - 86
small restistance 85 - 86 (400 ohms I guess).
Pump motors: System works with both motors
(main + intensive) disconnected (well the wipers
swish for a while). Ditto if only the main pump
is connected (plus water squirted). Ditto if the
main pump connector is used on the intensive pump.
System fails if the intensive pump connector is
connected to instensive pump or main pump.
Reseated General module for good measure.

I don't have headlight washers but I can offer a few things to check:
Having open circuit voltage present doesn't mean it's getting current delivery. Start checking all related components i.e. fuse connections, relay, relay connections, stalk switch, pump motor connectors (have someone push the stalk while wiggling the motor connectors to see if there's a frayed wire locally). Sounds like there's some resistance. A long shot, but maybe the brushes in the motor are worn or there's crud built up on the armature commutator. It bench tests fine but craps out when in place.

The intensive screen wash (pressing the control stalk in) will only work if the pump motor for the smaller tank is taken out of circuit. Mmm I though, a duff motor?, but no,
the motor itself works fine when removed and connected to a 12v power source.
It pumped water merrily across the kitchen when I tested it, much to my surprise! The disconnected connector shows voltage present when activated. Ideas ?
