I don't know if M70 engines have been delivered with block heaters. They have not been very popular in Germany, contrary to Scandinavia, Finland or North America. Unless you have a main outlet in your garage, there are not outlets in parking lots in Germany. So people either freese or have an independent heating system (Eberspaecher or Webasto) programmable via the OBC. But according to my ETK there is a block heater set complete with all gaskets etc.
PN: 12801729600 It is for 220 Volts, together with a German standard plug. This could be replaced by a Canadian plug. The problem is if you have 110Volts you will only get 1/4 of the power. You could use a step up transformer. There is no price for the system and I don't know whether it is still available. I will check for the E38 750i. The blocks are almost indentical.
