Well, at idle the regulators should be pretty open since there's a lot of manifold vacuum, and then as you load up the engine, the regulators should gradually close.
My guesses:
1) Blocked/kinked fuel return hose.
2) Knick/cut in vacuum hose preventing regulator from opening.
3) Needs new O-rings (or did you R&R then when you replaced the pressure regulators?)
Just WAGging here, but worth a quick check.
