Does the fan really spin freely? If I remember correctly it is a green 30 Amp fuse and in normal opration will never blow. You should be able to pull the conncting plug from the underside. Behind he fender is a long small plastic cover mounted with 4 of these black plastic expanding rivets.

Check with the fan disconnected, you could also pull the Hi and Lo speed relays and isolate the problem. Regards Ekkehart
