It sounds like the false reading instruments have a common power-regulator that can be busted. If the power to these instruments is too low they would never reach their full readout.
If youīre into electronics a bit you could look for something along the lines of a 3 or more pin component with the readings LM-something or 78L-something or likewise and try and measure the voltage compared to ground at this/these components.
Well, just a theory :)
