The valve you are talking about is very similiar to a air hose coupler. You can remove the coupler and take it apart to clean. There is an o-ring inside that should be replaced and I found that a common size (smaller) a/c system o-rings works well.

Iīve had the same problem.
The valve (yes the metal thingy) mounted on the bottom of the big tank (with the small concentrate
tank attached to it) got clogged. A hose, much like your average gardenhose, is plugged into the valve and is supposed to let fluid run down into the lower tank. When the valve is clogged no fluid can run into this lower one (by the foglamps) and thus nothing will come out since all (but the concentrate) pumps are mounted on this lower tank.

Check your valve and see if itīs clogged. Itīs on the front of the big tank towards the engine.

PS! Mine is partitial clogged still so Iīll get a new one. It takes about a day or two to fill up the lower tank from the main one on mine if I empty it..
