It's supposed to go up when the seat belt is plugged in for the particular side in question. Plug it in and see what happens... I would try this a few times as it is probably a stuck or intermittent switch inside the belt connector.

Last week the rear headrest (behind driver) in my 1990 735il started to intermittently go up and down. It is driving me crazy. Any ideas?
