That is a piece of cake..! Just sand the surface with 600 grid paper. Then go to Auto zone or Pep Boys and buy you a can of Bumper spray paint.
Mask the sourroundings with masking tape and holding the can about 12 inches from the surface, apply a thin layer at the time. Let it dry some, 3 minutes) and apply the next coat, and you got it my friend..!!!!!!!!!!!
If you want to get other color than black you also can buy elastomeric paint that is used to paint vinyl surfaces.

Hi, my black part of the rear bumper was really ugly, white stains due to gas spilled, parts painted with spray paint, sun burned ... argh! so i decided to do something, i bought a 1000 sandpaper and some stuff called blue magic metal polish, same stuff people use to repair those yellow burned headlight plastic covers. it looks better comparing with before, but still ugly ... loook scratched, and someplaces the black is gone, leaving the white base appearing. what did you guys do? any spray paint? better take to a shop? thanks
