Yes, you can just pop off the plastic cover. The cover is held in place with two screws at the bottom of the plate. Just pop off the plastic screw covers, undo the screws, slip the left edge of the cover from door gasket, then push up to remove.

The seat belt on the drivers side is twisted inside the post. Can I just remove the plastic cover to see it, or will I just have to do the trial and error method to untwist it in the right direction?
