If my memory serves me correctly (no guarantees at this point!), but I think that the Emergency Flasher circuit is a normally closed contact function, which means that for it to be OFF, it must be electrically held open. For grins, you might remove the flasher relay, (let us know if you need the identity / location of it) and see if that has any effect.

Just a guess. Even if so, it should be a very minimal drain, and a sufficient battery and charging circuit should handle it.
