After a few years, its common to lose the support clips which keep the lower rear bumper valance in place, and its tends to begin flopping up and down as wind resistance deflects it. My wife discovered this when she was following my car down the road at about 60 mph. The solution was easy. Look under the valence to see if all four clips are still in place. If not, a new set will cost about 10 bucks from BMW. Then pull off the rear bumper (no more than an hour), reinstall the new clips and you should be good for another 100K. The clips can fail due to corrosion, as they are just thin sheet metal, or they can be snapped off if you back the valence into an obstruction or snow bank.
