1) Measure the voltage at the heater valves (between each of the parallel pins and the other pin). With the left temp control full cold, the system should be calling for closed hot water valves, which is 12 volts. If you have 12 volts to both valves, your controller is probably OK.

2)Feel the hoses that come from the valves and go through the firewall into the heater. If either is hot (and you measured 12 volts on both sides), you have a bad valve body or bad coil in the valve. Check both coil w/ an ohm meter.

Remove the valve top and the two inserts (they are about $28/ea to replace) and inspect the diaphrams and the seats in the housing.
