Try with a wide blade finely tapered screw driver and lever the plastic bush and the rod which connects to the flaps. You have to support the rod with another metal rod or screw driver to prevent the rod from moving out too much. If counter pressure is not applied the lower end of the rod will disengage from the heater ventillation flap ( which happened to me ). It will be hell of difficult to put it back. Those plastic bushes are friable and may break. I could not get them from the agent in New Zealand and had to replace with a bush from different rod below.
