Is the A/C on? If so, this may be the compressor clutch cycling on. A whining noise means that the bearing on compressor/clutch is on its last legs.

My car started making a strange noise while idling. It will stay constant for 7 to 10 seconds, then it will make a few high pitched whining noises. It will then go back to idling for a few seconds and repeat the process. Could this have anything to do with the power steering pump? My car seems to leak power steering fluid. Thanks.
