In all likelyhood you have some high resistance contacts inside the cluster just from age and natural oxidation.

1)Remove the cluster (Bentley procedure).
2)Open the back case (it is hinged)
3)Separate center board from front.
4)Remove gauges (Fuel and temp) and LED board (rectangular box in lower center).
5)Reverse procedure and plug/unplug each connection twice.

This will allow the plug-in and sliding contacts to move around and clean themselves to where they will work properly.

I've seen this on several boards, and this has "fixed" every one so far. Nice part is it's free!

DO unhook the battery FIRST at the rear seat as the instructions say, or you will have to reset the SRS warning light.
