You could have a stuck fan relay or a bad temp sensor (mounted on the RT side of the radiator).

Unplug the sensor. If the fan still runs, you have a bad relay (or less likely, a bad HVAC circuit that is telling the fan to run because it thinks the A/C is on).

If you unplug the relay, you can check it with an ohm meter by measuring the resistance between terminals 30 and 87. It should show "open."
