If changing the bulbs doesn't cure the problem, you'll need a new brake light switch. The switch has two sets of contacts, I'm guessing one for the check control and the other for the lights themselves, although I wouldn't be surprised if the circuit involved many relays and what not. Anyway, I had the same on mine, once I changed the switch, fine. I dismantled the old switch and you could see where one set of contacts had become fouled up. As a guide, the switch usually emits a double click as you operate the brakes, one for each set of contacts opening/closing. If you can only here one click, it's definitely the switch, about 20GBP inc vat.
