It's probably the cable. Don't count it out until you've tried the fix. There are other possiblilites. I have a gear at the base of the seat back that someone spilled a drink or some fluid on (no cup holder) and it is rusted to the shaft. I can't raise and lower the seat base without it a twist. Sounds like cable, but it is something else.(rust) You are going to have to pull the seat out and find out what the problem really is. But, if it's the back, sounds like a simple cable fix. And, except for the time involved, the cable fixes are easy.
