Here in Belgium, we received a letter from BMW that we had to go to the dealer to get the replacement cap. I suppose it are only the BMW which are maintained by the dealer (as you're then in the computer of BMW as a customer with a car known by BMW as a car still on the road) that will have a recall. So we, my wife and I, both received this recall-letter.
This information is stored in the computer at the dealer so BMW knows which cars have received the new cap.
You can maybe check with a local dealer if you're car has a nwe cap...?
