Al, it's a pretty common problem....think it's likely the plastic vent parts at the bottom of your windshield that cover the wiper mechanics.
I fixed mine by gently prying the fasteners, and removing the left and right pieces. Then put some 2-sided tape along the edges where it makes contact with the windshield and framing. I just used auto molding tape (any auto parts store) about every 1-2 inches. Put them back in place, and tap around the edges listening for any rattles, add more tape if u need to, then re-fasten them. The annoying wind/wiper whistle should be gone.
