If you have access to a "dremel" those small hand held sander/grinders units work extremely well. Use one of the cutting disc blades on it and grind on the high banded spot on the clamp being careful not to use too much force (let the tool do the work) but hold it very steady. Wear safety glasses and cover surrounding area to protect it from occasional small sparks. It takes about 2-3 seconds to cut right through the band be carefull you don't cut the hose!
