Perhaps you could describe what happens when you do go over bumps?
Assuming the issue is just one of steering play, then usually the play can be adjusted out very simply, with an adjustment in the steering box, and possibly a tighten-up of the flexible coupling in the steering column. This shouldn't take more than an hour at a competent workshop, and it is possible to do yourself (but others will be better qualified to give you directions.)
