This might sound kind of dumb, but it is an easy check, and if its your solution, super!

Did you look to be sure the small nut that holds the wiper arm to the armature is tight? Sometimes they come a little loose and the arm starts to contact the hood or flop around a bit as the arm slips on the shaft. Flip up the cover at the base of the wiper arm and check. It might be it.

Other from that, wiper console?? whatindahellizat?? ;)
