Front engine seal leaking (archive)

I brought my '91 535ia to my mechanic today, he put it up on the hoist to check everything out. Unfortunately he found there was a small oil leak coming from the front engine seal. He told me that it was a pretty major job and required the timing chain to be changed at the same time, the parts and labor would be about $1300 US (does this sound right?) Does the chain really need replacing? Can I do this job myself with a Bentley manual, some tools and some patience? I also have to do the brakes (pads and rotors) can someone let me know where is the cheapest place to get parts? Are the pagid pads worth the extra expense? or should I get metalmaster, deluxe or other? all opinions would be appreciated. Thanks in advance for the help.
ps. I want to get new tires for my stock 15" wheels, any suggestions? I live in Vancouver, B.C. (alot of rain, very little snow)
