No E28 exper., but I must say that my 91 E34 AC is very good - cools adequately in 100F days in stop and go, and great when moving (greater engine spped and airflow across the condensor out front). I normally have to turn it down if I'm cruising, even when it is 100+F.
Couple of things to check on a E34 if AC is not good - microfilter (started on some 91 models) can clog and give low airflow, even though it seems like it's pretty close to the same. The body is not a good judge of airflow rates, change the filter regularlly.
Also, if cooling is poor while sitting at idle, the aux fan may not be coming on when the AC compressor kicks in. There is a resistor that should be checked (for the low speed, which is what the AC turns on), and the fans themselves start acting up and blowing fuses after 8 or so years. Some fans can be fixed with cleaning / lube, but some can't.
