It isn't a lifter that wouldn't pump up! That would leave the valve closed! Your valve is open or something worse! Forget the additives.
You may have a valve that is stuck open, it may be bent. Or a crack in the head, I hope it is a stuck valve.
Take the Valve cover off and check that cylinder's exhaust valve while you crank the motor.
If it stays open, then you know.
