I would get a Jim Conforti (Turner Motorsports) engine chip for about $200. Better partial-throttle response, higher redline, improved power throughout the rev range. And gas mileage got a little better too. This will give you 222hp, not quite 230-240. But the torque rises to 237 ft/lbs which is where the fun is at.
If that's not enough, then try an aftermarket exhaust for ~$600. B&B TriFlo comes to mind for me. They claim modest performance gains, so you should only expect a 4-8 hp increase from a cat-back exhaust system. This might bump your peak hp figure to 230. But performance mod gains are not cumulative so you can't just add 5hp here and 5 hp there for each mod. Realistically you should see more power near the top end, but the exhaust will hurt your low-end a little bit. Also, Jim Conforti has been known to reprogram M3 chips to suit common mods like adding an intake or exhaust system, so you might be able to convince him to custom program yours too.
Chip + Exhaust will cost under $1000 installed, and while the gains aren't going to give you 240 hp, the sound of that new exhaust will sound like an extra 300 hp!
The next step would probably be an aggressive cam, then you're looking at bolt-on blowers ($$$$$)
