In fact, probably 3/4 of professionals wouldn't mess with this. Most would say "get a short block" rather than try to rebuild a motor. (Besides, they'd probably make more money going the short block route, but that's another story.)
As someone mentioned before, I'd be *really* sure its the rings before I went and tore the engine apart.
Yes you need a bunch of special tools. In fact, you'd need a pretty complete craftsman or snap-on mechanic's set to do the job without driving yourself crazy.
Again, not for the faint of heart.
