The higher the % the lighter it is.. 30-35% is the de facto limit in most states because it's middle-light. 50% is almost like factory tinted glass, 20% is light limo, 5% dark limo.

: The closer you get to the legal tint limit (even within), the more trouble/attention you are asking for. Keep Winston's comments in mind. If/when ANYONE gets stopped you should do the cop the courtesy of turning on your interior lights and roll down your window(s). I've done this; they THANKED me AND let me off with a warning.

: I had 20% tint on my last car. It was pretty subdued and still within tasteful limits, I thought. 30-35% is MUCH more obvious. Higher than that is illegal in most (every?) state. The look your describing is 35%+.
