Heater not blowing warm air (archive)

The heater in my 95 540i is not blowing warm air when I'm at idle, but blows warm air when i'm on the freeway. my settings are: top lever closed, middle lever open (face), bottom lever closed. driver's and passengers side temp control at all the way to the right (80). the middle vent temp control knob all the way in the red.

Am I doing something wrong, or do I really have a problem. I know there's somekind of sensor that checks the inside temp, or does it check humidity? It's starting to cool down here in L.A, and I like things to warm up really quick, and my heater's not cutting it!
