Jim C. chips vs. others (archive)

I've got an '89 525ia and am looking to 'chip' it. I'm considering chips from Bavarian Autosport, a company called Active Autowerke (located in Florida), and the Jim C. chip from Turner Motorsport. The Jim C. chip seems to be the way to go, however, I'd like to know if anyone has anything to say about the other 2 chips. The Jim C. and Bavarian auto are about $250 while the Active Autowerke is listed at $175 (I'm guessing that we get what we pay for). One last thing...does the chip effect emmissions at all? I live in California and need to pass every other year.
