I had the same problem on my '91 525i. It turns out that there is only one (1) light that illuminates the entire thing. I started out by removing the radio. This gave me access to the top of the AC/heat control unit. I pushed this out and disconnected the cables. Remove the screws on the back of the unit (4 I think) and take off the front cover. You will then see the lamp. Re-installation is the reverse of removal.

Note: You need not disconnect the radio cable; if you do, make sure you have the radio code.
