Take my word, this is called a Euro-Airbag. Those are slightly smaller than standart airbags and as you all can see on my picture, it is an airbag steering wheel - in the middle spoke you can even see the airbag control lamp. This is because this steering wheel is for BMWs which left the factory with no airbag (in e.g. Europe drivers airbags where not mandatory at that time !)...so you can equip your non-airbag bimmer, and only those, with an airbag steering wheel...AND yes, the control module is in the steering wheel (mail me direkt and I can give you the part#)...thats why this thing costs around DM 1400 (~700$) and believe me, I checked three times at different places...remember, they build those cars in Munich and I live here.
